Have you checked under the security TAB in AD (not 'Exchange Advanced') the actual security TAB. Lots of options in there "Send as" will be the one you are looking for. Check that 'domain users' or 'all users' or another global group don't have those permissions set by default. Thanks, Tim.

There is a strange issue with this. You should be able to update the time on any workstation from whichever server you want. If you want to update the server times from an external time source, you will need to do this with the server that holds the PDC FSMO role. KB Q243574...

Does this happen to all users? Are you able to log users off successfully through Terminal Services Manager? Have you tried stopping and restarting the services? Maybe log on twice, when you are trying to log off on one session go into Terminal Services Manager and see what processes are still...
