Terminal Services Freeze

I am able to log on to our Windows 2000 Server using terminal services, but when I try to log out the screen goes blue and just freezes. For some reason it's not completing the log out sequence. Any suggestions?
 
Does this happen to all users? Are you able to log users off successfully through Terminal Services Manager?

Have you tried stopping and restarting the services?

Maybe log on twice, when you are trying to log off on one session go into Terminal Services Manager and see what processes are still running. Might be able to determine what is causing it to hang.
