The Move Server Wizard (MSW) is the answer. It can be quite complicated selecting the the right route to take, but will do what you need. It was introduced in SP2 for Exchange 5.5 I have used it to good effect when bringing one of our sites into the Org. Let me know if you need more detail.
You will need an IIS (usually installed on an Exchange server), and to add OWA to the Exchange setup. You may also want to consider SSL if required over Internet.
It is very effective for travelling users, and fairly straightfoeward for users. Details on TechNet.
Is there more than one server in the site/Org?
It may be a replication problem. You could try doing a directory update if multi-server, but this should normally occur every 15mins anyway. It sounds like a directory problem, but be sure to view hidden recipients also. Have you tried logging on...

Rather than forward duplicate copies of appointments and email to the secretary, give her/him access to her boss's mailbox. That way, everything she does is the same as if the boss did it!
The boss must give express permission (get it in writing), and should be aware of what this means!!
Journalling is the feature you are looking to implement. Spookily, it's something I'm doing at the moment. It's supported from SP1 I believe and involves a few registry hacks, storage space (to hold all these emails), and a secure place to copy them to!

If the recipient views the headers in the original email (and hopefully forwards them to you), you should see which mailservers handled it. Assuming he's using Outlook, select 'View/Options'. The headers are in the large textbox. Tell him to copy to an email and forward.
