Capture copies of all outbound internet mail

Is there a way in Exchange 5.5 to capture copies of all outbound internet mail of every user in the company. This may be a possible project to see what is being sent out of the company. Or is their a 3rd party app that will do this.

There are many 3rd party snooper programs that can do this. They are usually installed on a dual NIC box between the Exchange server and your internet connection (modem, router, firewall, etc.) Some are only for SMTP traffic and others include packet filtering for HTTP access too. Check out SurfControl as one of the above.

Journalling is the feature you are looking to implement. Spookily, it's something I'm doing at the moment. It's supported from SP1 I believe and involves a few registry hacks, storage space (to hold all these emails), and a secure place to copy them to!
