Did you also upgrade the vmpro as well? I had a case like this and it was because of incorrect versions. Also have you restarted the vmpro server after upgrading?
I have a 9.1.10.0.192 Manager (latest) and I have 10.0 (latest). Both of them cannot open a .cfg which is 9.1.10.0.192. Anyone else having this issue?

Yes, I had set it to my laptop which had manager opened on with tftp enabled. I also changed the choice to Manager just to point to my laptop. Still no go. I also tried with the memory card choice and same thing. I think the old post about bad phones may have a part in my issues... Anyone else...

I tried to use an old IP406 V2 with firmware of 4.2 and with the manager of 4.2 with tftp enabled on it. I pointed tftp to my laptop with the manager and made sure 5410_R5.bin was there. I see it pull it to the IPO but the phone again just restarts at 0kb...

This issue happened to me with 3 of my customers. It was actually the IPO chassis that was bad. It had a hard time reading the card and eventually gave up and ran in memory mode. The card worked after replacing the chassis. They were IPO v2's also.
