Do you have mcdn networking on the bcm ?
Your pni probably needs to be 0001 in 81c.
Your bcm will need to be set as slave with sl1, you get this with the mcdn networking feature (key coded)
The bcm of course will need to be a pri trunk type.

There is a new service update patch out for the bcm400-4.0 bcm 200-4.0.
It covers an abundance of PEPS that the bcm needs.
Your technical service provider should be able to provide this to you from the Nortel website. One of these peps is for element manager.

I believe that there are about 10 - 12 peps that a bcm 50 1.0 needs out of the box.
Nortel.com has all of them all you have to do is search software for bcm 50-1.0.
I have not yet tried to push a combo of voip trunks and ip sets with a 3/5 split to reach the max.
So I really cannot vouch if these are shared resource or if nortel splits them up.

With BCM 4.0
The resources all depend on each other.
With a 2/6 split you get
58 ip sets
60 ip trunks
and 6 ds 30 channels.
With a 3/5 spit you get 91 (give or take 1)ip sets
60 ip trunks
and 5 dso 30 channels.
I would never consider using 4x16 they just cloud up your system.

Check your BCM Lan 1 (or published port) and see if they have negotiated to half duplex.
Also check your codec payloads and make sure they match at both ends. (should be 30 if BCM's connect directly) The next question, Are you using an external gatekeeper or are your gateway's...
