I already know about the HPR and LPR and it does not matter for these purposes.

When I ENLL the Loop I get the following error message.

The DCH1019 says that it is "hardware disabled" I looked at the MSDL and it was DIS. I ENL and FDL the MSDL and get nowhere. HELP!!!!

The dta021 means that the t-1 is down.

Have your pri provider check for layer 1.
They also have to configure their pri so that it can operate as a backup dchannel.

21 is a good thing, dta 30 is not good news.. what does ld 60 lcnt and stat show..

if it's is red, then try it to a loopback.. pins 1 and 2 looped back to 4 and 5.. or the dn-9 1 and 3 looped back to 9 and 11

Thanks guys. John, I tried the loopback before I posted and should have mentioned it. Stayed in "RED". This has me banging my head against the wall.

if it's still red then either the cabling is wronge or the card is bad. red reflects layer one down.. your transmit does not see the rec
