Sounds like the block you're looking at labelled 1-25 is a FEED that isn't directly connected to your phone system.
A technician needs to make any connections to that block.

Another trick to try in this type of situation is to copy the programming from line 001 to 031 and see if it takes.
If it gives you an error, that will be a clue to pursue.
While in Line 001 program select COPY and then chose 031.

I checked the reference guide and Save as New doesn't appear to be an option on the callpilot.
I know many systems will save the message as new if you don't listen to it in its entirety.
