Have you thought of this idea....
Since your extensions start with 4xxx,
You could use options 1,2,3,5,6,7,and 8, in the CCR tree, skipping option 4.
Then there is no 4 option in the menu, and no reason for a person to dial 4 anything unless they are looking to direct transfer
