After replacing the HVPS and the drive assembly ratcheting noise remains. Dropouts remain. Now I'm beginning to think it's a bad scanner assembly (I don't know why that would be bad when the image on the toner cartridge is fine).
End user has decided not to pursue further repairs on this...
It was making the "ratcheting" noise before I installed the maintenance kit. That was one reason I put it in. I'm investigating whether the lines were out of the print before working on the printer also.
I'm thinking that both the Drive ASM and the HVPS may need to be replaced.

Removed formatter, lines still in page.
Installed transfer roller from another 4100, lines still in page.
Half test shows lines in page and toner on cartridge in exact same place.
Tried a brand new toner cartridge straight out of box, worked for one day then lines reappear...
Sorry, I should have posted an update. This was a drum maintenance clutch issue. Replacing that fixed the issue.

When I remove the toner cartridge I can see toner on it exactly where it should have been on the paper. This is leading me to think the transfer roller in the MK was bad.

Installed a maintenance kit on a 4100 and reset the counter. Now the printer is leaving lines off the page. If I change print cartridges it's ok for one day then starts leaving lines off the page again. I have checked the transfer roller and it's installed correctly. The lines that are not on...
tried new toner cartridge, tried replacing toner, tried formatter, no go. Printer has been put out to pasture.

Thanks for the tip. I tried rotating the gears as you suggested and they would not move at all. I have advised the end user to aquire another one. I am awaiting its arrival to see if that fixes the issue.
