I run a exchange 2000 cluster at work and have never read anywhere about a 1500 user limit. I heard this about 5.5. But MS reckon you can have up to 10000 users on a 2000 box.

Hang on a mo, You have AD on 02, but have you made it a global catalogue server?
OK, So you have added the domain as inbound on the IMC, You now need to go into configuration>>>site addressing and add another smtp entry. once you have done this it will start a process to update all mailboxes.

Im wondering what service pack for exchange you have installed. MS Admitted defeat and totally re-wrote the diectory access components of exchange with SP2 and above. If you have no service pack or sp1, its possible your exchange server still only knows about dc "01"

This does indeed sound like a problem with the DBX files, however, I dont think it is the read only problem as this would usually result in OE not starting at all. It could be that the folders are missing or corrupted.
I would suggest a re-installation of OE!
I had a similar problem which was resolved in the following way(Presuming you have access to the server)
1. Exmerge all your data out to a PST file using Exmerge(Obviously)
2. Delete Mailbox from Server
3. Recreate Mailbox on server
4. Recreate Outlook profile and Login to find all folders...
