Since you haven't really started the migration process yet, you might consider going to CE10. We love the new business views technology which is very similar to InfoViews only better. Unfortunately they haven't provided any migration tools -- go we had to migration by hand.
Do regular non-parameter reports work? From the CE box, go into CR and make sure the report runs.
I would also try a reboot. Perhaps there's something else amiss.
Is it possible that you are running out of database connections? We had an issue that whereby we had plenty of CE licenses, but not enough database licenses because Crystal was keeping the database sessions open longer than we expected... (as long as 20 minutes!) You might want to monitor...
ePortfolio is a pretty good general interface for end-users. Crystal also provides some other examples from their "launchpad" but these don't have the full functionality that is really needed.

I suggest you build the parameters pages using .csp or .asp. Then one you have the responses from the end-user, pass these to the crystal report, either via form variables OR the url.

The only way to do this is to create a b&w graph AND a color graph and when the user views the report you ask them if they want to see it in B&W or in color, then hide the appropriate section so they only see the graph they want.
Since you CAN get a report to display, that tells me that the .rpt extension is registered properly. You need to register the other extensions the same way. The extensions to register are: .csp .cri .cwr .shtx
Why don't you take the "All POs" out of the case statement altogether... then if you pick "all", the field won't even need to be evaluated.
The other thing I do a lot is use "like" and pass in the parameter "*" (and alias it to "All POs").
In order to schedule a .exe you'll have to use NT scheduling. CE only allows for the hosting of .rpt files. I believe the next version will be supporting event scheduling, so in that version you may be able to say, "when this event happens" run this .exe.... but the .exe won't be...
Agree with the parameter option. If you don't know how to create parameters then RTFM. Make sure when you create the parameter, that you set the data type to date.
