Does the DC have an SMSLogon share ? If so then it would suggest that the SMS site server has installed the DC as a logon point. Also, is the DC subnet within the ip boundaries specified for the site ?
Simple question to ask but have you checked the advertised programs monitor to see how often the clients check the server for advertised programs ? Also it might be worth seeing if the server can handle all the requests it is receiving.
