4606 is not listed as supported handset for IPO with 3.2 software.
There are a LOT of certified H.323 handsets that are not supported on IPO (probably due to some strange attribute of IPO). Some are even Avaya's own product.

Some (most ??) carriers will substitute the CID info if its not within the range of numbers they have assigned to exchange line.
This means that no CID, or incorrect CID (from carriers erspective) will result in (typically) the main number being presented.
IP End point licences are required for 3rd party H323 phones.
If you dont have (sufficient) licences the registration of the phine will be rejected, and not be able to make calls.

I think you will find that they use the ring/tip as a dry contact type interface. Low currents are in order (50ma), so you may need it to drive a relay for to operate the 'door release' using external power supply(s).
