    DNS or DHCP do not need to be setup in order to use NAT. If you are using static IP, then the default gateway for the clients is the Machine running NAT.

    You do not have to install Group policy, it is in AD users and computers. Right click on the Domain Or an OU you have created, click properties, then group policy. From there you then create the policy you want. the second problem sounds like it could be down to IP addressing.
