Trying to connect a Win98 client to W2K Server by VPN

I have a W2K Server setup for VPN. It has two NICs, one of these has a local ip of 10.0.0.60 and the public ip points to it. Our internet connection is a T1 line. The clients are Win98 & WinME connected to the internet via DSL. I have been unable to establish a connection using the MS's Dial-up Networking VPN Adapter or the newer L2TP/IPSec VPN Adapter. I called our T1 line carrier and was asked what "terminal services port" and what "IP protocol" I need. Also the tech support guy there said that if my W2K Server uses IPSec that this would make a connection even more difficult. I have searched the MS knowledge base with no luck. Can anyone provide me with some help on this? Thanks.
 
Have you tried connecting to the VPN with a Win2K Client, Just to troubleshoot?
 
I don't have a W2K client to use.
