If avoidable using hostfiles, try so. It can be a real pain to update those hostfiles.
There is a way thinkable you can make sure the right hostsfile is used, by adding some kind of versioning to the hostsfile, check using your login script what version is on the pc and what version is current...
In my oppinion there only 2 options:
1 You keep your network a NT4 network. Then you have to install NT4 Server on the new machine. Set it up as BDC, add it to the domain, demote the PDC to BDC and promote the new BDC to PDC

Parts that make a server make noise are: fans and high rpm scsi drives. So it might be a sollution to use a Dell machine and (have it) changed to watercooling and select lower rpm disks.
But it will introduce some extra costs.

Seems you have trouble with persistent drivemappings (which you _as administrator_ don't want because it gives you headaches managing.
Have a look it this and include it in your loginscript (first remove all persistent mappings and after that map the drivemappings you do want)...

The risk of vouchers is that they expire. I think they are valid for 1 year. So be very sure you know when they expire.
as you are using Norton Ghost, you can directly after cloning use the sid change tool (ghostwalk) wich comes with Norton Ghost. It allso allows you to change the computer name.
Tho linux is very different from windows there are some similarities between the 2 operating systems. To make a "server" of the system you are using, install the necessary services you need.

It is no option to resize the C: drive by using a tool like server magic? (or partition magic for workstations)
Offcourse replacing part of the swapfile to D: is an action that for reasons mentioned above is something that has to be done anyway.
Alternatively you could try third party recovery software. I have great experiances with Winternals Admin pack: remote recover.
