Just a thought but verify certain things:
1) 2K3 server IP address in the NT DNS Manager.
2) On your 2K3 server, add the NT DNS address in your TCP/IP settings.
What is the exact error message? Access denied or Unable to connect to share?
Do you have IE security enabled? when you goto Add/Remove Programs --> Add/Remove Windows Components, see if IE Enhanced security is installed.
Worst comes to worst, just download the "network" version of IE6 SP1.
1) Was the user able to use these apps before?
2) What's the OS for the client? I'm assuming 2K3 since we're on 2k3 forums :)
3) You may have to verify the PORT on the Firewall to ICQ and FTP. What happens when they execute the programs? It won't get out, right?
4) Try adding them to the LOCAL...
Try couple of things:
1) check which process is being utilized in task manager. It sounds like one of your agents or services is taking up the CPU.
2) What does your APPLICATION or SYSTEM event log say specifically? What is the SOURCE?
3) Also, which remote prog are they using? Remote...
try this approach. Instead of mapping to your .pst, login to the domain and create a NEW pst. If you're able to do this then you'll have to its obviously an issue w/ that particular PST file. Check the permission on it as well. good luck.

But the problem has been fixed. "Someone" from our group disabled the "Schedule" on Sites/Services - for that particular box. Thanks for responding.

This is a Win2K3 domain controller. I've verified replication (sites/services, netIQ - Adcheck & dcdiag) so I know its not replication.

You can either configure group policy within the domain to restrict users from changing the IE options or set a local security policy to prevent this. Good luck.
I agree w/ westredd, unjoin the XP workstation from the domain - put to workgroup - then rejoin. If you're running active directory, make sure you remove the object prior to joining it back to the domain otherwise, you'll receive a msg stating that the object is already present. good luck
