Registry setting disable IE Options for Clients

I want to disable my users from changing their IE options like "proxy" etc. I know you can disable it with group policy but I don't have the environment where I can do it from the AD server. Thus I just want to run a reg file to hide it. Is this possible and wat keys do I need to change?
 
You can either configure group policy within the domain to restrict users from changing the IE options or set a local security policy to prevent this. Good luck.
