If you want to program a custom routing, it has to be at the intercom path. You can't intercept and route digits dialed directly on a line. Also, you can't "1xxx5551212" as a destination code.
Your best bet is to set up either an arbitrary destination/route or a system speed dial to dial...
Does anyone know which phone system Wal-Mart uses that has the ring (similar to norstar ring type 2) followed immediately by a short tone? (sometimes two short tones)

If i remember correctly, the bug is when a "1" is pressed on an intercom path. While the system runs the routine to determine if any DN/routes/park prefixes/etc begin with 1 (which would return "Invalid number" if not), it runs into an infinite loop.

Yes. Unplug the set and then call the extension and make sure it says "Not in Service" after a few seconds. If not, then you either have another set tied to that extension, or you have two extensions crossed somehow.
