What kind of Central Office is your PRI connected to? We have had problems in the past when the CO changes to VoIP (GenBand). A temporary workaround in an office in Maine routed fax calls to a copper trunk instead of a PRI. The customer was having fax problems afrom certain areas.
Do a CNTL-W. Move cursor to MMI and press enter. If there is no MMI and a reboot doesn't cure it, a dummy upgrade might. That is, attempt an upgrade to the same release you are on.
Did this problem just start? We have found that sometimes when the CO changes out to a VoIP switch that it causes havoc on our modems and fax machines. Often they compress too much. In one instance, faxes had problems on a PRI but no problems on copper.
Just had a trouble ticket on this same problem. User was not lifting handset, pressing handset or in any way getting dial tone to log in. Getting dial tone is neccessary when communicating with the PBX via dialpad.
We have a customer who has had a Norstar for a long time. They called to say they can receive calls but can't dial out. When they dial the access code the display says line busy. Checked programming and it looks okay. We changed the trunk module. Any ideas?
