CPU cache is basically super fast memory on the CPU itself (or extremely close). Disabling cache (although I never knew you could do that) would only lead to performance loss...
You also can't dismiss that it might be a damaged mobo. I have one where there's a faulty resistor that caused the machine to reboot when there was tiny voltage fluctuations... (Hopefully its just your PS though)
My experience has been that (a) (drop,load,index) is fastest.
Since load is NOT a series of INSERTs, then its just righting pages of data at a time, without touching indexes. The index is then rebuilt at the end. And then you'll have to reorg in order to get your indexes clustered properly...

If your system is already running stable, then you probably don't _need_ to add any more cooling. However, extra cooling doesn't hurt anything, so go ahead and do it if you _want_ to :)
