They do not appear to be transfering the calls. They are placing them in a Park slot, handling another call then pick the caller up from Park.

I am unfamiliar with any way to manually delete the mailbox besides using the 'check out' function.
I did reboot the Audix last night and then checked out and checked in the room. When I attempted to log in again I'm still getting the same 'login incorrect' error.

The destination Call Center wants to have all of the call supervision for the active call.
I think they would have that even if the call is still maintained through the IPO/IPOCC but I'm not really certain.
The IPO is using 2 PRI's for trunk service.
