Well, ACT! does have an SDK ... so it would be possible to write an addon where the recorder sends the information and the addon writes the history with URL

Other ways (depending on model and OS):
Settings | Connect to PC
Drag down from the top of the screen where you see alerts, select the USB Connected option, and click Mount

It can vary depending on the Android OS version, the version of Exchange and how Exchange has been configured...
Basically, something like:

It has it's own app clients for iOS (iPhone / iPad), Android and Blackberry ... supports the ACT! data types and links

The best way to get ACT! to the phones is to avoid Outlook/Exchange and use Handheld Contact ... because Outlook/Exchange doesn't support the data types and links, going through those systems is very tricky.
If you must do it, use 123 Synchroniser - but get it set up by someone who's done it...
...what to do with them.
The only reliable way to sync ACT! to iPhones is with Handheld Contact
You'll also get a more ACT!-like experiance ...
* the ability to schedule for other users and (if permitted) to see their activities
* activities link to contacts (even multiple contacts)
* fields...
BTW: What version of ACT!?
Are you wanting to sync to Outlook just to have the data there or is it just to get the data to smartphones/tablet?
If smartphones/tablets, what OS?
As you said OST, I assume you have Exchange, what version?

If using public WiFi connections ... set up an SSL VPN with AD auth.
How to best do this will depend on your infrastructure ... server OS, router, etc

I won't use or support CL any more ... it's well know to cause duplications or data loss (even current versions)
The costs to repair the data and recover from these issues becomes far to much ... along with the costs of user downtime as you do the repairs. Worse, no matter what you do, it will...
If the users will be accessing the network from public WiFi, you really want to set up a VPN with SSL or L2TP/IPsec CRT for corporate access.
It's very easy for others to listen to the data (even https if connected long enough) as per this article...
Not heard of any issue

You always need the user/pass to restore.
Usually, if you didn't need one before, try:
User - Firstname Lastname (your names)
Pass - try leaving it blank
If that doesn't work ... do you still have access to the previous machine? If so, have a look in Tools | Manage Users.

At the top, you say it's 2003, not 2008 :-)
Simple File Sharing used to be one of the causes... not the only cause.
I haven't seen the issue with anyone in the past two versions
