Few things about this:
1. The ODBC needs to connect to the access DB using UNC path \\server\share\file.mdb and NOT mapped drive
2. Make sure the necessary services (CR Page and CR Job with Crystal) are started with a domain account with permission to this share.

You can do it but I don't know what the query is... you could use Notification though so you get an email when a job fails.
You can use Instance Manager from the Admin Console but it's very poor (no export, less than basic search, etc)
Finally, go have a look at Instance Analyser...
You could do that in VB Script.
1. Schedule your report to destination
2. Using a schedule event then kick the VBS or whatever script which will check the size
3. The script could email the report (outside BO using objMessage.Send)

If the user really belong to the same groups, they should have access to the same things unless they have been assigned explict rights.
For example, the folder UK gives:
View right to the UK Employee Group

The listening port of the CMS is 6400 by detault but the replying port is random. Same for the rest.
What you need to do is for the CMS, Input and Output to add -requestport XXXX in the CCM and open those ports on the firewall.
