We had the same problem. Isolated it to the ITG-Pentium cards (never fails on the SMC cards).
Would have worked on it longer, but was already in mid-transaction to swap the ITG for the SMC (Nortel is currently offering a trade-in on the ITG for credit towards the purchase of the SMC).
If your IP Line loadware is 3.x, and you have connected your ELAN, it reconfigures itself with the PWD1 of the PBX.
For example, if you login to the PBX like:
LOGI 12345678
PASS? 12345678
Then your login to the ITG CLI is:

first (and easiest) thing I would try is to improve your jitter buffer. Open Nortel's configuration tool on the PC that has the softphone. Go to the 'Select Sound Devices' tab. Bump your Audio Quality adjustment up. We moved ours from 2 up to 4 and noticed a big improvement.

Please elaborate... I was under the assumption that zones are user defined: BB (best bandwidth (@ g7.29)) and BQ (best quality (@ g7.11)). Are you suggesting that you have a session that is using more bandwidth than the g7.11 codec (~64 kbps)? How out of 'control' is your bandwidth session?
For simple isolated cases like this one, we use a product by Konexx called Phone 2 PC.
It taps your handset and feeds the audio to your PC. Catch - your PC has to have a sound card.
Once recorded, you can play back the recordings using any media player.
