    what if you dial your announcement extensions directly? i.e dial 3961, 3962, 3963, 3964 - try this a number of times and measure the success rate.

    s8720 not supported @ CM6 - so new server hardware a must. As above - you must perform a staged upgrade to 4.0.5 or 5.2.1 first, and then upgrade to 6. You won't need provision, you can just backup the XLN file and restore See the support site for more info

    Doubt it is a bug Are you using an IP set to make the call or digital? Run a list trace when you make the call - what do you see? Any variation between good calls/bad calls? Make other test calls to other destinations both internal/external - do you receive silence any where else?

    do you have your CM configured with an NTP source? The local clock on the s8x00 servers is likely to drift when not using a reliable time source
