Windows98 Freezes on New Startup

After much ado I've gotten my Win98 install up to the point of the logo-which froze, so I set the logo to 0 in the msdos.sys file. Now I see the reason of the freeze which is 'program cannot be run in dos'. Now how do I find out what program this is that is trying to run? This is an older Gateway pc.
 
Can you give some more details please? Like, have you done a new clean install of Win98 or have you been working with existing installation after a problem - and if so what symptoms did you get when problem started? Also, brief description of your PCs hardware & software.

PS. Have you tried running Win98 in step-by-step mode - keep pressing F8 or Ctrl key before it starts loading & you should get menu (includes safe mode). One option is step-by-step. If you answer yes to each 'should I load' question, note where load freezes. Repeat, and ansswer no at that point next time - see if it now loads o or repeat till it does.
 
This is a fresh install of windows98 after I did a format of the 2gig drive. I've had probs all along the way-this being my first time didn't help. At first I had a problem loading the cd drivers - found a bootdisk for tosh online; then got err msg saying to give path of command.com-so i found how to set path to dos; now its taken several tries to install win98 from cd-it kept freezing at diff points, sometimes at 13%, then at logo. I found how to add line to the msdos.sys to stop logo from displaying and found that its freezing because it appears to be trying to run some program in dos: this is the msg on the screen-listed 4 times. This is a far as I can get on a hard drive/normal bootup. To get a boot to the c prompt I have to use the start up disk, which I do, then switch to c:\w98flat where I copied all of the setup files from the cd [win98 folder] and I ran 'setup' several times - As I said, it would get to a poiint then hang/freeze. Seems all files have been copied, etc and it is now stuck at 'starting windows for the first time' -
 
Have you had Win98 installed on this machine before? Perhaps check and make sure you have the latest BIOS update.
 
Yes, Win98 was previously installed. I decided -and was told by friends- that a total cleaning of the hard drive would be good since the 'young' person who'd had the pc before it was given to me had simply deleted parts of unwanted programs instead of properly removing them and the only program working properly was Outlook express.
