If it is a non-Admin account, you can use the Task Scheduler to pass alternate credentials.
Or, the AT command supports alternate credentials.
Or, use PsExec, part of the wonderful suite of tools from Sysinternals (freeware, and incredible):
If this is part of an upgrade package, such as an IE cumulative update or whatever, the MS Installer package lets you do what you want:
Or use an MSI or Third-Party "wrapper" in conjuction with Group Policy:
