The nicad batteries in your Partner II processor are dead. It lost its memory when the power went out. Now the voice mail ports are no longer programmed, so they are anwsering the incoming calls, and not receiving mode codes to indicate how to handle the call, they are transferring to Ext. 10.
From your picture (excellent information, by the way), your voice mail ports are 26 and 27.
From Ext. 10, with the handset in the cradle, dial:

This takes care of the short term problem, the incoming calls being answered improperly.
Next you need to set the lines to be answered in #206-7-(Line Number)-1. The number of rings in #506-(1=Immediate/2=Delayed)
Then you need to program Auto VMS Coverage for extensions with mailboxes, #310-(extension number)-1
Finally, you need to program the ringing, features, buttons, etc.

It's time to replace that processor, preferrably with an ACS.
