I'd do this by making a custom pattern brush and applying this to your line. You can even make the corners do funky things if you like. Check your brush libraries for good examples.
You could try updating to 7.0.1 which might fix the problem. I also had some issues with 7.0 and this seemed to fix them. Go to the Adobe site and seach for photoshop 7.0.1 update.
