I think it is a wiring issue from the phone to the TN Merdian Option 11c

Phone displays date and time but is basically dead beyond that. STAT is idle I have swapped phones same result. I have swapped pairs at the TN connection for testing same result. I'm testing a new TN next. Any other ideas? Merdian Option 11c
