phone 2616 shows date and time but won't give dial tone

Phone displays date and time but is basically dead beyond that.

STAT is idle

I have swapped phones same result.
I have swapped pairs at the TN connection for testing same result.
I'm testing a new TN next.

Any other ideas?

Check the polarity, and make sure the type is right. Sound to be a possible connection problem - make sure you punch downs are good - no double punches and ect.

I think it is a wiring issue from the phone to the TN
