From windows 98 you can create a start up disk
go to start-settings-control panel-add/remove programs-start up disk.
you can use the startup disk to reinstall either win95 or win 98

Leave your pc in safe mode for 24 hours, if your pc keeps loosing time, that means you have a bad battery.
If the pc keeps the time in safe mode that means a program on your pc is causing the problem.
Nothing else.
You just need systray and explorer.
The drawback is for program that needs to start automatically like virus protection.
My advice for you is to do a process of elimination.
Usually you get a description of the item in msconfig.
format your hard drive
create a directory on your hard drive ie win98
copy the windows 98 cd to directory win98 on your hard drive
and run setup from your hard drive
unless you have hardware problems, you should be able to install windows 98 without difficulty.
I had the same problem here, it was the user radio in one instance, in the other instance the speaker was causing the monitor to flicker.
make sure you dont have any electonic devices close to the monitor.
You can install win98se without format
boot to msdos
create a folder called win98 on the c drive
copy the win98se cdrom to the win98 directory
and run setup from there.

what OS are you running?
Windows 98 allows you to restore your pc to a time in the past where your pc was fine.
start - shut down-choose start in MS-DOS
at c:\windows "type" scanreg
choose view backup
choose a date where you your pc was fine and restore the registry.

I dont know what causes that. i think it might be a problem within windows.
The best way i have found is to go to safe mode and run defrag. It always work for me.
Had the same problem, replace memory and it works fine.
Win 2k lockups are usually hardware related.
Also check event log.
application errors will point you to software
system errors will point you to hardware.
you can create a folder called WIN98 on your c drive and copy the cd to your hdd and run setup from dos.
boot with a startup disk
at the c prompt type md win98
at c:\win98\ type copy d:\win98\*.* assuming that d is your cdrom
after you copy the cd to hdd run setup.
before you reinstall windows...
Next time you see those icons, you might wanna check task manager(press ctrl+alt+del) to find out what is running.
Another thing to check is Event Viewer (control panel; administative tools; event viewer ) check application and system logs to find out what is the state of your system.
You might wanna try another memory chip.
