A reboot of the IP Office Platform either Physically or via Manager Application re-initialises the expansion modules upon reboot after a delay (in case they were powered off), so there is no real need to power these down too.

Providing the IPO is stable and no faults are present there is no reason to ever reboot the physical IP Office Platform.
I know of units that have been up for 5+ years.
