First, ping your IP adress. If it is not responding, reinstall TCP/IP.
Second, ping your gateway. If it's not responding, the gateway is out of service or the IP adress and specially the net mask of your workstation and the gateway don't match.
Third, ping the IP of the gateway's network adapter...
I'm almost sure it's a hardware problem caused by an inadequate device response to a software call which appears only in the situations you described. Try the followings:
-Invert the printer AC cord in the wall outlet
-Invert the PC AC cord in the outlet
-Invert them both
-Try again with another...
Your error message turn you to a RAM failure or to a CPU failure: try to replace them: RAM first.
The installer selects the packages to install for the FTP server (and other servicies you want) and then you have to activate the FTP, or to make it activate at starttime.

Is your RAM made by SIMMs modules?
Try DIMMs modules (if supported by mainboard), or change the RAM with a faster one (a smaller acces time - look for the last number on the chips of RAM, if 10, then try 8 or smaller, and so).
