If you haven't found it yet, open an Office application (I did this from Excel) select Tools < Customize < Options - uncheck the box for Show Full Menus After SHort Delay and check box for Always Show Full Menus. Hope that is what you want.

BITDAF, Yes, that is normal. Outlook thinks you may be adding additional addresses so it automatically puts in the semi-colon for you. If you manually type in the address you willl not get this. It is just for convenience.
