I am sure your hard drive is formatted as FAT or FAT32 and not NTFS.
Compression is only available on an NTFS drive.
To convert a drive from FAT to NTFS:
Start>run>cmd
"convert c: /fs:ntfs"
Before we say is a faulty cable could you put a static IP address on your PC something like this:
IP: 192.168.0.3
SUBNET: 255.255.255.0
Save the settings, do the ipconfig to confirm this is your new IP address, and then reping the Mac.
To run the ping command:
click start, run, type: cmd click ok and type
"ping 192.168.0.2" this will ping the mac and also confirm that your network cable is good, and let me know.

Also what is the OS of the PC?
Try and ping 192.168.0.1, this is probably your router and let me know if you getting a replay.

Ok it looks like the dvive is OK to make it visable on my computer to this:
Right click on my computer and choose manage, on the left hand pane click disk management, then on the right hand pane at the bottom where it says disk 1 or disk! right click and choose import foreign disk.
Right click the tackbar, click on properties, click on the start menu tab, click on customize, scroll down and take the tick off the "Use personalize Menus" click "ok", click "apply" and your done.
As you already suspected the first think I will check is the PSU as it sounds very under power for a 2400+ and 1Gig of DDR plus a geforce4, hdd....

Yes Rambus memory or PC800 you always have to use it in pairs and you could only use identical modules. Like you could NOT have one 128mb module and one 256mb module. A pair is got to be same size, same type same manufacture.

Are the USB ports enable in the bios? Do you see them in device manager? Also in device manager on the USB tree do you see USB printing support??
Also check if the port in the printer properties is set to print to the USB and not LPT1
