It is unusual to see steppings so far off that the latest BIOS won't correct the issue. I had an 8500 with 8 CPUs at four different steppings that didn't work, but the BIOS update fixed it.
Do you have the stepping revisions of the CPUs? I can do some checking and see if there is a known...
I've run into a number of issues in the past using W2k's built-in backup software, which is why I stopped using it.
As for it showing up as a drive letter, I haven't run into that issue before. Now I haven't tried it with SP3, so unless they are trying to provide a "drag and drop"...
Wow - haven't seen a 221 in a while.
As long as the drives are wide ultra2, you shouldn't have a problem. Even though Compaq won't offer warranty service for them anymore, the 221 is supported on the SmartStart CD still, so installing it should be no problem at all.
It sounds like you could possibly (translation: this is a guess) have a cache handler problem on the NetRAID card.
It could be that the cache is filling up and then having a hard time dumping it off to disk.
You might want to try disabling cache acceleration.

The problem is not really the network connection (we ran 100/Full on some really good switches to no avail), but the processor.

We were running into this problem on a LOT of our servers. I wrote a script that replaces the necessary files to solve the problem. It seems to work most of the time. If anyone wants it, I'd be happy to send it out.

You did the best thing by leaving it off for an extended period. If you are still stuck and believe it is a component, let me know and I'll see if I can scare up some replacement components to try and help troubleshoot it.

I would recommend against a third-part power supply...I'd look for a remanufactured Compaq one. The older Compaq servers were great, but notoriously finnicky about using their own parts.
As for what is at fault, it does sound like the power supply. There isn't much else internal on those...
HeidarG is correct - what is likely happening is that the cards are negotiating to different speeds or duplexes, which can cause the problem you are having.
The only thing I can think of is that the card may be a little to "smart" for Compaq BIOS. Compaq's BIOS like to keep control of things (especially on their 2nd-from-top-of-the-line servers).
