Metaframe will not make a difference. I experienced the same problem at a company I was working for. We just had to limit access to the internet for terminal servers. If someone needed more access, we would have to put them on a pc.

If you do install FR3 be sure that you have the feature release level on the server set to whatever you have a key for, otherwise the users will not be able to login at all.
