Start with the basics:
- Did the netlogon service start, did the NIC bind to the protocols, etc.
- Check the Event log for any ! marks
- Check the services for MS Exchange items, did they all start
- How is your free drive space? Are tmp files filling up what you have left? Are your backups...
Have you checked to ensure that your public DNS record www pointers point to your public ip address? http://www.dslreports.com/whois
Firewall? Is port 80 forwarding to the correct inside address?
Nat device: Cable or DLS modem? Is it set to forward port 80 to teh correct inside address?
Other DC Promo DNS failures can be attributed to the server having a domain host name in the TCP/IP advance setting, which is why turning on WINS would work :) Real FUGLY if you install active directory and you do this:
HOST name server1.location.com
and you name your AD: office.location.com...
Fix your DNS first, since windows 2K wants to map dns to ip, you'll never get properly credentialed to access to the resource you want to use (your mapped drives).

I have also seen this with native 2000 HP printer drivers. When you download and install the "latest" versions from HP the problem is solved.
