First maybe pull the cable out for 10 seconds,and try again then you could maybe try bypassing the switich and shorting the two pins that the power switch is pluged in to. then I would carefully remove all the cards and try again. If the heat sink fan is not going it is most likely the power supply.
some motherboards close off slots that are not in use, You could maybe restore factory defaults in bios. I know there is a switich in some bios to desiable the slots from being locked.I hope the person did not try to install the card while the power cable was on.
You could reset bios to factory defaults.Also I would unscrew the floppy and try running it out of the case.In some cases if the floppy is pushed to hard against the case it will not read the floppy drive.
