    somebody thought they were being funny and ran a really nasty registry file on your machine. Or you may have ran it by accident, files with the .reg modify the registry. do a backup from a saved version prior to the problem.

    You cannot get files from a cd which you don't have. You will just have to go without changing those settings or will have to buy a new CD. If you buy one online, ensure that it is not "license only" which will only allow you to put it on another computer, but that it has media(disks).
