This is a strange error i could never figure out how to fix completely. The temp fix is to clear out the event alarms in Microsoft event viewer on the CCR machine. Clear out all security alarms and events and then reset all CCR services. For some reason that does the trick. Hope this works!

Right, sorry - I must have read over that! I believe it is also possible to perform an internal auto answer call with short codes. You might need to set up a button in the user rights and leave the telephone number as N so it will give the caller a chance to enter the extension before dialing...
Twinning can be set up through the phone in the forwarding settings or through IP Office manager, in the user-mobility tab. Twinning will ring both your desk phone and cell phone at the same time.
Iv seen this issue before. Something on the SMTP server is queuing the message but is not sending (obviously). I believe its more server related rather network. Have you tried resetting your SMTP service? If that does not work try using a SMTP relay
TAPI used to work with Outlook. One-X portal is another option but thats a full blown service with chat and phone directory that will require an additional license.
I would try and change this setting within the 46xxsettings file, in the embedded file management. Keep in mind this will happen for all phones. In order for this to occur on certain phones, they will need their own HTTP server for the specialized 46xxxsettings file

How are the sites connected? VPN or T1/MPLS circuit? Sounds like it could be a site to site connection issue. Has this occurred before? I would try a reboot after hours and test again to see if it reoccurs.
