You have ruled out the phones , can the phones be called by other phones on site to verify the extensions are the correct ones for the rooms . Did you check programming to insure they have the correct tenant ?
Have tested and verified these symptoms yourself . What trouble shooting steps have you taken if you verified symptoms . It could be as simple as a bad analog set or a split pair at the halftap with another port .
