Some questions:
Network setup? (i.e.: MPLS, DSL, etc.)
QoS enabled?
Codec being used? G.711, G.729, etc.
Firewalls between sites?
First thing that comes to mind is firewall. (Edge and local PC) - I know, obvious but it is always worth asking if anything smallis being blocked.

This is usually a pre-populated item and if you didn't get it, then either someone forgot to give you the CD or they took it off the order.

Setup a test vector.
First test:
wait 2 secs music
Route to 3333 cov N
Second Test
wait 2 secs music
Route to 3333 cov Y
Avaya apps don't work with 64bit systems. Same issue with IP Agent. Even with compatibility turned on. Always fails.
Hence why my laptop is 32 bit and until Avaya updates their apps to work on 64 bit.
