I had a similar issue with a NS700 and after speaking with the Pana help desk I had to get a form sent to me and return it to them.
The form is then sent to Japan and after a day or so you will receive a temporary u/n & p/w.

I had the same problem, it had around 9 x 14xxbins I could get 1416's working but not 1403's so I contacted my dealer. They sent a folder that has 13 x 14xx bin files, I copied them in and rebooted. 1403's fired up no problem. Have you checked how many you have?
as snowman50 said and if you can only access programming through the phone then if your target lines start at L255 = extn 3600, and you want to assign eg 3650 then add 50 to 255 and check the rec number for L305
