Waiting for Line

I'm not sure where can I change this settings but I'll try to explain to my best abilities.

I have 2 POTS line.
Calling in and out works but sometimes user will encounter waiting for line. So for example, user dials a number but decides to hang up and re dial, the phone will says "waiting for line" and in order able to make another call, user have to wait some seconds before the line is available again.

Which seems to me that the user have to wait before making another call.
Is there a timer I can shorten so that when the caller hangs up to redial, they can immediately call out.
 
It is more than likely that the problem is the disconnect from the provider taking to long. It is not really something that can be adjusted as it is provider based.

You say there are 2 lines. I would think that the system would give the user the 2nd line as it would rotate if the user has access to both lines.
