Not sure on this but, you might try to right click on the desktop and look for something called view as web page and uncheck that and see if you still have the problem.

If you have Norton Anti Virus running, that might cause a problem. Also if when you power on the machine, repeatedly tap the F8 key and start the pc in the Safe Mode and then try your defragmentation.

Did you get an error using Partition Magic? I know of no other way to partition other than bootable floppy, fdisk, make partitions, format and reload. You want to be sure you have ALL hardware and peripheral drivers.
