Shortcut Doesn't Clear My Windows 98 SE Shutdown Problem

A victim of the Windows 98 SE shutdown problems, I've cleared up hanging with the "Windows is shutting down" screen as well as hanging with the blue fatal exception error message, and for a while I successfully used a shortcut using rundll.exe. A couple of weeks ago, however, I downloaded Explorer 6.0 from the Microsoft site and that screwed up my shortcut. I've been unsuccessful reviving it, and the rundll32... shortcut doesn't work, either. Once more, the computer won't shut down, except that now I'm left with a completely black screen, no cursor or anything. I checked msconfig to disable fast shutdown, but that option doesn't even exist as an advanced setting in my System Config Utility. Anyone have any ideas? This began only after the Explorer 6.0 download. Thanks!
 
I might suggest you uninstall IE 6.0 and see if your shutdown problem goes away. And if it does go away, be content with 5.5. Or if you go to Control Panel and double click Add Remove Programs, do an Add Remove on Internet Explorer. The Add Remove may give you an option to repair the installation. Try that.

If its installed and not working correctly,

The Fast Shutdown registry key may be enabled.

The Microsoft System Configuration utility includes an option to disable Fast Shutdown. If this option is unchecked in Windows 98 Second Edition, your system may reboot instead of shutting down.

To resolve this issue, backup the registry and/or export the following keys:
go to Start>Run, type regedit. Navigate to:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Shutdown

Right-click on the FastReboot entry, choose modify and type in the number 0.

NOTE: When you apply the Windows 98 Second Edition Shutdown Supplement, which addresses shutdown issues, the Disable Fast Shutdown option is no longer listed on the Advanced tab in Msconfig.

For the shutdown shortcut, there are a number of methods:
RUNDLL.EXE - SHUTDOWN, LOGOFF, RESTART, OR REBOOT

c:\windows\rundll.exe user.exe,ExitWindows ;Shut down, or
c:\windows\rundll.exe shell32.dll,SHExitWindowsEx 5 ;Shut down
c:\windows\rundll.exe shell32.dll,SHExitWindowsEx ;Log-off user
c:\windows\rundll.exe user.exe,ExitWindowsExec ;Restart
c:\windows\rundll.exe shell32.dll,SHExitWindowsEx 2 ;Reboot

Shut Down Windows
A command to exit Windows 95. This can only be used to shutdown, not restart or exit to msdos. To exit to msdos type ExitToMsDos which runs the Pif file of the same name. Place command in a shortcut or batch file.

C:\WINDOWS\RUNDLL32.EXE user.exe,ExitWindows

Thank you for your responses. I think it's resolved (at least for the most part) by cutting out some unnecessary programs that tend to run in the background. Out of 10-12 shutdowns last night, I had only one failure after I did some disabling. The shortcut is working again, too. If I have these problems again, though, I'll certainly aim to uninstall 6.0 (I had already applied the Windows 98 SE Supplement). Thanks again.
